Syntax: a standard IANA character set (charset) name
If the source charset for a walked URL is not labeled and cannot be
determined, assume it is this character set. Default is
ISO-8859-1. This should only be changed if a large number of
walk pages are in an unlabeled different charset, e.g. a Windows charset.
